The City of Cleveland is advancing Phase 1 of the North Coast Connector, including conversion of the Shoreway (State Route 2) to a boulevard, a land bridge, West 3rd Street Bridge improvements, port access, demolition, retaining walls, sidewalks, and multi-use paths. The City anticipates a Progressive Design-Build procurement and is engaging qualified prime contractors with comparable design-build experience through an October 28, 2026 industry forum and optional one-on-one meetings.
