RFP FACILITY MANAGEMENT, PROGRAMMING, BOOKING , AND OPERATION SERVICES

Description: The City seeks a qualified firm to program and operate the Pavilion at Harbor Center, an entertainment and performing-arts venue with approximately 3,500 covered seats and additional lawn seating for 3,000 patrons. The Pavilion’s mission is to provide cultural and entertainment opportunities for the community while maximizing financial returns to the City. The contract is scheduled to run from January 1, 2027, through October 31, 2029, with two optional one-year renewals, and performance will take place at the Pavilion at Harbor Center in Portsmouth, Virginia.
